University Grants Commission (UGC) India tells Higher Education Institutions to award Degrees within the Prescribed Timeline or face Punitive Action. (Updated)

New Delhi, April 08, 2022 — University Grants Commission (UGC) has addressed a communication to the Vice-Chancellors of all Universities and Principals of all Colleges concerning “Compliance of UGC (Grant of Degrees and other Awards by Universities) Regulations 2008”.

UGC has stated that delay in the issue of degrees, mark sheets, and other certificates causes problems for students seeking employment or further higher education. After completing a program successfully, getting a degree in time is an “inviolable privilege of a student.” Therefore, Stipulation 4-4 of the UGC (Grant of Degrees and other Awards by Universities) Regulations 2008 mandates that:

“The Degree award date/s shall be within 180 days of the date/s by which the students are expected to qualify and become eligible for them.”

Consequently, UGC has asked all HEIs to comply with the UGC regulations and award the degrees to successful candidates within the prescribed timeline. Otherwise, it will be constrained to take punitive actions per Regulation 9 of the UGC (Grievance Redressal) Regulation 2012 against the universities failing to follow the UGC rules on the award of degrees, the Commission has warned.

• UGC notifies Regulations for Academic Collaboration between Indian and Foreign Higher Educational Institutions for offering Twinning, Joint Degree, and Dual Degree Programs.


New Delhi, May 5, 2022 — University Grants Commission has notified the University Grants Commission (Academic Collaboration between Indian and Foreign Higher Educational Institutions to offer Twinning, Joint Degree and Dual Degree Programmes) Regulations, 2022 in the Official Gazette.

“These Regulations shall promote enhanced academic collaboration with foreign higher educational institutions leading towards academic and research excellence in the Indian higher educational institutions,” UGC communicated to the Vice-Chancellors of all universities. “It is expected that academic and research collaboration and mobility of students and faculty through joint degree and dual degree programs will be highly beneficial for the Indian higher educational institutions to achieve higher global rankings,” UGC said.

All the eligible Indian Universities may now engage in academic collaboration with foreign higher educational institutions as per the provisions of the Regulations, 2022, the communication stated.

However, the Indian and Foreign Higher Educational Institutions shall be eligible to offer Twinning, Joint Degree, and Dual Degree programs under these regulations, provided they fulfill the specific eligibility criteria.

For example, to be eligible, the Indian Higher Educational Institution should be accredited by the National Assessment and Accreditation Council (NAAC) with a minimum score of 3.01 on a 4-point scale.

Or, it should figure in the top 1000 of Times Higher Education or QS World University ranking at the time of application.

Or, it should figure in the top 100 in the university category of the National Institutional Ranking Framework (NIRF) at the time of application.

A Foreign Higher Educational Institution would be eligible to collaborate if it figures in the top 1000 in Times Higher Education or QS World University ranking.
