New Delhi — India’s Central Road Research Institute organized a two-day international conference titled “Pavements and Computational Approaches” from 16-17 November 2018, at its premises in New Delhi. The objective of the meeting was to deliberate upon advancements in pavement technology and road infrastructure engineering across the world, with particular emphasis to the requirements of developing countries. Experts discussed issues related to the design and construction of pavements, material characterization, computational analysis, and modeling. Deliberations during the conference brought out new thoughts on technology up-gradation and its successful implementation in the field.
Nitin Gadkari, India’s Minister of Road Transport & Highways, said that the mission of the Road Transport & highways Ministry is to build high-quality roads at low costs. He called upon the experts at the conference to be ready to experiment with innovative technology, make all possible use of indigenous raw material including waste material, and promote the pre-cast technology. He said the thrust of technological innovation should be on reducing costs and time for completion of projects without any compromise on quality.
The crumbling infrastructure, road congestion, growth in heavy vehicle traffic, and insufficient maintenance have rendered the road transport inefficient in developing countries. Significant challenges to the road network require a clear focus on enhanced pavement design, construction, performance evaluation, management and preservation for developing long-lasting, low-maintenance pavements.
Nearly 250 delegates including researchers, entrepreneurs, academicians and field engineers attended the conference.

New Delhi, November 19, 2018 — The year 2019 marks the 550th birth anniversary of Guru Nanak, the great saint, and founder of the Sikh faith. Guru Nanak’s teachings of love, peace, and brotherhood hold universal appeal.
Considering the significance of this occasion, the Prime Minister of India has constituted a National Implementation Committee (NIC) under the Chairmanship of Union Home Minister with Finance Minister and Minister of State for Culture as Members, for Commemoration of 550th Birth Anniversary of Guru Nanak, in the country and abroad, in a befitting manner.
The Central Government has decided that the 550th Birth Anniversary of Guru Nanak will be commemorated through a series of activities, commencing in November 2018, throughout the country and across the globe. The Ministries/Departments in the country and the Indian Missions abroad will organize various activities as part of the celebrations.
Following are the highlights of the programme:
• The Department of Economic Affairs, Ministry of Finance, and Department of Posts will release commemorative coin and postage stamps.
• Sultanpur Lodhi, where Guru Nanak spent much of his life, will be developed as a heritage city by the Ministry of Housing and Urban Affairs in collaboration with the State Government of Punjab. Ministry of Railways will upgrade Sultanpur Lodhi railway station with modern amenities.
• A National Institute of Inter-Faith Studies will be set up by Ministry of Human Resource Development in Punjab for which the State Government will provide land free of cost.
• Ministry of Electronic and IT will install a high powered telescope in India for the devotees to view Kartarpur Sahib in Pakistan.
• Chair on Shri Guru Nanak Dev will be set up by the Ministry of Human Resource Development in one University each in UK and Canada.
• An International seminar on the life and teachings of Guru Nanak will be organized in New Delhi by the Ministry of Culture.
• States/UTs will also be requested to celebrate the 550th Birth Anniversary of Guru Nanak in a befitting manner. Ministry of Culture will work with the State Governments for this.
• The Indian Missions abroad shall organize a series of activities as part of the celebrations.
• Ministry of Railways will run a train passing through places associated with Shri Guru Nanak Dev.
• Religious activities like Kirtan, Katha, Prabhat Pheri, and Langar, will be organized throughout the year both at the national and international level. SGPC will draw a calendar of activities and execute it.
• Educational activities such as seminars, workshops, and lectures shall be organized throughout the country by the Ministry of Human Resource Development in association with SGPC.
• Doordarshan will arrange live telecast programme on Guru Nanak and the Gurubani. Rajya Sabha and Lok Sabha Secretariats will be requested to consider telecasting the same through Rajya Sabha TV and Lok Sabha TV respectively.
• The National Book Trust (NBT), Ministry of Human Resource Development will publish Gurbani in different Indian languages.
• UNESCO will be requested to translate and publish an anthology of Guru Nanak’s writings in world languages.

New Delhi, November 15, 2018 — The Union Tourism Secretary, Ms. Rashmi Verma, rolled out the Incredible India Tourist Facilitator Certification (IITFC) Programme in New Delhi, today. With its rollout, the participants will now be able to register for this programme through an online digital platform. IITFC will enable Indian citizens to develop and enhance the skills associated with tourism.
The certification program comprises of basic and advanced self-paced courses designed in a manner that the users can learn at their own time, space, path, and pace. The course kicks off today with a basic introductory module alongside the registration process, which will be followed by payment initiation on 19th November 2018, where any 10+2 pass out candidate can enroll in the basic course comprising of 7 modules aimed at training the facilitators for knowledge, skills and attitude domains at a nominal charge of INR 2000. Successful completion of this program would enable the learner to become a — “Certified Tourist Facilitator of Ministry of Tourism, Government of India.”
Rashmi Verma said that the concept of ‘tourist guide’ has changed the world over and the new age tourist facilitators are ‘storytellers.’ The Secretary added that this online programme would have many advantages like job creation for local people, and harnessing the local experience and traditional knowledge. A person of any age and from any place can join the course. This initiative will also ensure an enriching experience for the tourists, as this initiative would address the issue of shortage of tourist guides, the Secretary explained.
The IITFC program aspires to reach out to a far-flung audience encompassing a diversity of candidates ranging from an enthusiastic student who has recently qualified for higher secondary to an ambitious homemaker willing to grasp tourist facilitation skills from the comfort of her home. The course would also act as an enabler for transforming a local citizen with no specified skills having proficiency in a regional language into a potential bread earner for his or her household.

Berlin, November 8, 2018: The style magazine GQ Gentlemen’s Quarterly celebrated the 20th anniversary of the GQ Men of the Year Awards this evening at the Komische Oper in Berlin. Ten categories were presented at the glamorous gala, awarding both national and international stars from show business, the music, and fashion industries, as well as from sport and culture.
Football world champion Bastian Schweinsteiger, accompanied by his wife Ana Schweinsteiger-Ivanović, was there to receive the “Sports Icon” award for his outstanding sporting achievements. The actors of “Das Boot” were honored in the category “National TV.” Franz Dinda, Stefan Konarske, August Wittgenstein and Tom Wlaschiha came to accept their award.
GQ also brought a glittering shower of Hollywood glamour to Berlin. Patrick Dempsey received the award for the category “International TV”, Orlando Bloom (“Style”) was honored as an actor and style icon, US music star Jason Derulo snapped up the GQ Award for “International Music”, and actor Henry Cavill will now be able to refer to himself not only as Superman but also as GQ Man of the Year (“International Movies”).
The fashion category also featured prominent awardees. The style magazine GQ named Dries van Noten “Designer of the Year.”

Moritz von Laffert, President of Condé Nast Germany, the Editor-in-Chief Tom Junkersdorf and GQ Publisher André Pollmann hosted the GQ Men of the Year Awards. Wolfgang Blau, President of Condé Nast International, visited from London to attend the GQ award show, which is hosted in twelve different countries worldwide.
After the award gala, award-winners and presenters, together with numerous celebrity guests from show business, the media, and the business world, partied at the exclusive after-show party at the Komische Oper in Berlin until well after midnight.

Paris, France, November 10, 2018 — The Vice President of India, M. Venkaiah Naidu has said that India has always been a voice for peace and non-violence from time immemorial. He was addressing the Indian Diaspora at UNESCO in Paris, France, yesterday.
Saying that peace is the only pre-requisite for progress, the Vice President said that in an interdependent world, progress could be achieved only through dialogue and understanding.
Earlier the Vice President interacted with Director-General of UNESCO, Ms. Audrey Azoulay, and apprised her about India’s efforts to achieve the 2030 agenda for Sustainable Development in all the fields including education. They also discussed matters such as the use of information and communication technologies to improve access to education, enhancing the quality of teaching-learning process and teacher development programmes, strengthening educational planning and management, and improving monitoring systems.
The Vice President is in Paris, France, to attend the centenary year of the end of First World War. He will also be participating at a global event at Arc de Triomphe in which he will pay homage to the martyrs of World War I.
He will also inaugurate the Indian Armed Forces Memorial at Villers Guislain as a tribute to several thousand Indian soldiers whose gallantry and dedication have earned worldwide recognition.

Vienna, Austria, November 8, 2018 — The International Press Institute (IPI), a global network of journalists, editors and media executives, today denounced the White House’s decision to suspend the press pass of CNN’s chief White House correspondent, Jim Acosta, until further notice.
The suspension of Acosta’s “hard pass” guaranteeing access to the White House grounds was announced by White House Press Secretary Sarah Sanders following U.S. President Donald Trump’s post-midterm election press conference yesterday. During the news conference, Acosta posed several questions to Trump, including about the possible impact of the president’s decision to call a group of migrants traveling from Central America to the U.S. southern border “an invasion.” Trump in response called Acosta a “rude, terrible person.”
The revocation of Acosta’s access to the White House grounds was announced soon after the press conference. On Twitter, Sanders defended the decision by saying that the White House does not “tolerate a reporter placing his hands on a young woman just trying to do her job as a White House intern.” Video of the press conference shows the intern trying to take the microphone from Acosta’s hand and does not support Sanders’s claims. CNN called the accusations “fraudulent” and the suspension of Acosta’s press pass “unprecedented.”
The White House Correspondents’ Association instantly criticized the decision, and it urged the White House to reverse the action immediately.
“We fear that following the mid-term elections the White House is increasing its hostility toward journalists and media organizations,” IPI North America Committee Chair Martha Steffens, SABEW Chair in Business and Financial Reporting at the University of Missouri School of Journalism, said.

According to International Press Institute (IPI), governments around the world are failing to investigate the murders of reporters. India and Mexico are the two countries where the highest number of recent cases are pending investigation, IPI said.
“The slow pace of investigations raises the question whether the murders of journalists are probed thoroughly and urgently as they should be,” IPI Head of Advocacy Ravi R. Prasad stated.

The 182-meter statue of Sardar Vallabhbhai Patel was dedicated to the nation on his birth anniversary, at Kevadiya in Narmada District of Gujarat.
Greeting the people of India on this occasion, the Prime Minister said that the entire country is celebrating Rashtriya Ekta Divas today.
He said the integration of India by Sardar Patel has resulted in India’s march towards becoming a significant economic and strategic power.
He spoke of Sardar Patel’s vision of a strong and inclusive India and the collective responsibility of its people to maintain the unity and integrity of the nation.

Prime Minister of India, Narendra Modi, visited Japan on October 28-29, 2018 for the India-Japan Annual Summit with Prime Minister of Japan, Shinzo Abe.
Prime Minister Modi and Prime Minister Abe reviewed the significant milestones achieved over the last four years and outlined the shared vision for the future of India-Japan relations.
India and Japan had been sharing the universal values of freedom, humanism, democracy, tolerance, and non-violence throughout a long history of academic, spiritual and scholarly exchanges, their joint statement declared.

New Delhi, October 24, 2018 — The Seoul Peace Prize Committee has decided to confer the 2018 Seoul Peace Prize on Prime Minister Narendra Modi of India. It has been done in recognition of his dedication to improving international cooperation, raising global economic growth, and accelerating the Human Development of the people of India.
While awarding the 2018 Seoul Peace Prize, the Award Committee recognized Prime Minister Modi’s contributions to the growth of the Indian and global economies. The Committee lauded PM’s initiatives to make the government cleaner through anti-corruption measures and demonetization. The Committee also credited Prime Minister for his contribution towards regional and global peace through a proactive foreign policy with countries around the world under the ‘Modi Doctrine’ and the ‘Act East Policy.’ Prime Minister Modi is the fourteenth recipient of this award.
Expressing his gratitude for the prestigious honor and in light of India’s deepening partnership with the Republic of Korea, Prime Minister Modi has accepted the award. The Seoul Peace Prize Foundation will present the award at a mutually convenient time.
The Seoul Peace Prize was established in 1990 to commemorate the success of the 24th Olympic Games held in Seoul, Republic of Korea - an event in which 160 nations from across the world took part, creating harmony and friendship and a worldwide atmosphere of peace and reconciliation. The Seoul Peace Prize was established to crystallize the Korean people’s yearning for peace on the Korean Peninsula and in the rest of the world.
The Seoul Peace Prize has been awarded biennially to those individuals who have made their mark through contributions to the harmony of humankind, reconciliation between nations and to world peace. Past laureates include distinguished global personalities like former UN Secretary General Kofi Annan, German Chancellor Angela Merkel, and renowned international relief organizations like Doctors Without Borders and Oxfam. After assessing over a hundred candidates proposed by over 1300 nominators from around the world, the Award Committee decided to bestow the Prize on Prime Minister Modi, calling him ‘the perfect candidate for the 2018 Seoul Peace Prize.

PHILADELPHIA, October 19, 2018 — The Kleinman Center for Energy Policy at the University of Pennsylvania School of Design has awarded its fourth annual Carnot Prize to Piyush Goyal, Minister of Railways & Coal and former Minister of Power, Coal, New & Renewable Energy and Mines, Government of India. The award recognizes the pathbreaking transformations in India’s energy sector under the leadership of Prime Minister Narendra Modi.
The Carnot Prize is the Kleinman Center’s annual recognition of distinguished contributions to energy policy through scholarship or practice. The most prestigious award in the energy sector, Carnot Prize is named after French physicist Nicolas Sadi Carnot who recognized that the power of the steam engine would “produce a great revolution” in human development. The Carnot Prize is intended to honor those leading revolutions in energy policy to further progress and prosperity.
“We applaud the Honorable Minister Goyal for his courageous work in crafting policy capable of meeting the biggest challenges in energy,” said Frederick Steiner, dean and Paley Professor at PennDesign.
“It is a testament to the visionary leadership of Prime Minister Narendra Modi that this work energizing the lives of 1.3 billion Indians is being globally recognized with the Carnot Prize by the University of Pennsylvania,” said Goyal.
The International Energy Agency (IEA) reports that in the year 2000, less than half of India’s population had access to electricity. Now, more than 80 percent of the population has access to power. If this pace continues, India will have universal electrification by 2020, “one of the largest successes in the history of electrification.”
The Kleinman Center for Energy Policy operates within the School of Design at the University of Pennsylvania. Its mission is to create the conditions for policy innovation that support a just and efficient transition to sustainable energy.
The University of Pennsylvania is an Ivy League school.

New Delhi, October 17, 2018 —
The Ministry of Home Affairs (MHA) has taken the following actions concerning the Union Territory (UT) of Chandigarh:
• The Ministry of Home Affairs has advised the UT/Chandigarh administration to make it optional for Sikh women to wear protective headgear when riding a two-wheeler or sitting on its pillion, as per the existing practice in Delhi.
• The Ministry of Home Affairs has advised the UT/ Chandigarh administration that in filling up civil posts, the ratio of 60:40 may be used as between Punjab and Haryana, wherever the administration is following it conventionally.
• Till further orders, the Ministry of Home Affairs is keeping in abeyance, its notification dated 25.09.2018, merging the posts of DSPs (Deputy Superintendents of Police) of Chandigarh Police with DANIPS.
[DANIPS stands for “Delhi, Andaman & Nicobar Islands, Lakshadweep, Daman & Diu, and Dadra & Nagar Haveli Police Service.” It is a federal police service in India, administering Delhi and the Union Territories of India. It was earlier called the Union Territories Police Service.]
Chandigarh is a city and a union territory in India that serves as the capital of the two neighboring states of Haryana and Punjab. It is not a part of either of the two. It is governed directly by the Union Government in New Delhi.
It is one of the early planned cities in post-independent India and is known for its architecture and urban design. Swiss-French architect Le Corbusier prepared the master plan of the town.

LOS ANGELES, CA - Eighty-seven countries have submitted films for consideration in the Foreign Language Film category for the 91st Academy Awards. Malawi and Niger are first-time entrants.
The 2018 submissions are:
Nominations for the 91st Academy Awards will be announced on Tuesday, January 22, 2019.
The 91st Oscars will be held on Sunday, February 24, 2019, at the Dolby Theatre at Hollywood & Highland Center in Hollywood, and will be televised live by the ABC Television Network. The Oscars also will be televised live in more than 225 countries and territories worldwide.
